PROJECT APPOINTMENTS

Assisting the PI in the appointment of qualified temporary Project Staff Members for the projects with vacant posts, is an important project management activity of the Office of R&D. The possible appointments, procedure for making the appointment and salaries payable therein, are elaborated hereunder.

1. Types of Project Appointments

Manpower can be hired for conducting R&D Projects under 5 categories, namely:

(a) Ad-hoc Appointment is said to be made when hiring manpower on ad-hoc basis for a maximum period of 3 months by means of awarding a short term ad-hoc appointment against a vacant post or as one-time activity. The Adhoc appointment so made can be extended only for another 3 months. No allowance will be admissible for adhoc appointment.

(b)  Bridge Appointmentis said to be made when a short term is being filled between expiry of old term and a fresh appointment. This needs the prior approval of the Competent Authority. For this bridge period, the salary will be given on the basis of payment drawn in the last appointment.

(c)  Project Appointmentis said to be made when hiring qualified candidate(s) by giving wide publicity through press, internet, etc., for a period beyond 3 months and extendable on anyearly basis on the recommendation of PI, for a maximum period of 5 years or till the duration of the project, whichever is earlier. The duration of 5 years includes terms held by the person in all previous appointments made at this Institute.

(d) Assistantship Appointment is said to be made whenregistered students of the Institute are given short full-time appointments during summer and winter vacationsof the Institute, or part-time appointments during the semesteragainst the vacant post in the project. 

(e)  Daily Wager Manpower is said to be made when skilled, semi-skilled or unskilled personnel are engaged through the Manpower Outsourcing Agency that the Institute is tied up with for provided such manpower.


2. Salary Structure and Cadre for Project Appointments

The Institute operates its Sponsored Research & Development and Consultancy Projects under the Office of R & D. The Norms for R&D Projects was approved by the Board of Governors in its 17th Meeting held on 16 May 2018 on the recommendation of the 14th Meeting of Finance Committee held on 30 April 2018. The existing salary structure of R&D project staff was worked on the basis of 6th Pay Commission. After implementation of 7th Pay Commission from 1st January 2016 and revision of minimum wages by Ministry of Labour, it is required to revise the salary structure of R&D project staff.

In this regard, the Research & Development Management Committee of the Institute in its 1st Meeting held on 14 October 2019 has recommended to revise the Pay Structure of Project Staff in-line with pay structure of project staff in IIT Delhi.

In view of above, it is proposed to revise Consolidated Pay Slabs/Salary for various categories of Temporary/Contractual Staff working under various Sponsored Research/Consultancy Projects in-line with IIT Delhi along with the following conditions:

  1. Adoption of new Consolidated Pay Structure for present project staff would be considered keeping in mind availability of fund and tenure of project on case to case basis;
  2. In the Institute project the revised pay structure would be applicable on new appointment and/or renewal of contract;
  3. In-case of Sponsored Project the pay structure of project staff approved by the Funding Agency shall be applicable;
  4. In-case of sanctioning of project submitted to Funding Agency for approval prior to announcement of revised pay structure of project employees the new pay structure may be applicable based on availability of fund and acceptance of revision of pay by Funding Agency;
  5. HRA would be payable to project staff as per Institute norms/approved by Funding Agency

3. Fixation of salary in respect of Professionals retired from Government Services and hired under Sponsored Research Projects / Consultancy Jobs.

The salary in respect of the superannuated employee on his/her appointment under sponsored research projects / consultancy projects etc. will be fixed in following categories with the appropriate designations and term & conditions:

  1. Category A Between Rs. 80,000 - Rs. 1,40,000/- p.m. plus HRA as per norms

{For those retired with Level 13 AI & above OR with pre‐revised GP of Rs. 9000 & above} Designation: Project Director (contract)/Project Coordinator (contract) OR as approved by the Competent Authority.

 

  1. Category B Between Rs. 65,000 - Rs. 90,000/-  m. plus HRA as per norms

{For those retired with Level between 12(Academic)‐13 OR with pre‐revised GP between Rs. 8000 – Rs. 8700} Designations: Project Consultant (contract) /Sr. Project Scientist /Engineer (contract) OR as approved by the Competent Authority.

 

  1. Category C Between Rs.45,000 - Rs.70,000/- p.m. plus HRA as per norms

{For those retired with Level between 9‐12 OR with pre‐revised GP between Rs. 5400 – Rs. 7600} Designations: Sr. Project Manager (contract)/ Project Manager (contract) /Project Scientist/ Engineer OR as approved by the Competent Authority.

 

  1. Category D Between Rs.25,000 - Rs. 50,000/- p. m. plus HRA as per norms

{For those retired with Level between 6‐8 OR with pre‐revised GP between Rs. 4200 – Rs. 4800} Designations: Sr. Project Assistant (contract)/ Project Associate (contract) OR as approved by the Competent Authority.

 

Terms & conditions:

  • The retired person may be appointed on yearly contractual basis. Based on the performance and requirement of his services for operating the project, the contractual appointment can be further extended upto a maximum of five terms of one years each subject to attaining the age of (70) years or closure of the project whichever is earlier. Under special circumstances, superannuated employees could be hired beyond the age of seventy with appropriate approvals.
  • The maximum consolidated monthly amount should be paid out of the project salary budget head depending upon (i) the position held by the person at the time of his/her superannuation and the associated salary and pension received; and (ii) the project position against which the appointment is to be made.
  • Those retired professionals who are already employed under any project against Category B, C, & D above, there salary should not exceed more than 25% of the top of the existing limit.
  • The process for advertising for the project posts/position and for selecting the person(s) shall be as per prevailing Institute rules and Regulations. In case a superannuated employee is selected, he/she will be placed in the relevant / equivalent Designations given under category, A, B, C.
  • No superannuated employee will be eligible for Institue’s accommodation. HRA will be given as per Govt. Of India/ Institute rules prevalent on that day.

 

4. Norms for Attracting High Quality Manpower for Sponsored Projects and Consultancy

In order to attract high quality manpower for sponsored projects it is essential to provide specific academic opportunity to project linked personnel to enhance their academic credentials. The Research and Development Management Committee in its 1st Meeting help on 14th October 2019 has suggested to make following provisions in the R&D project norms as below:

  1. Projects can support M.Tech-Ph.D/PhD students who can be admitted any time in the year through a departmental selection committee appointed by DRC. Thesis work of the candidate has to be aligned with the project objective and supervisor(s) has to be from the project team. A project can support a Ph.D student if its duration is at least three years;
  2. IIT Jodhpur may start 3 year M.Techprogramme for full time students who will be financially supported from the projects. In this programme students will be permitted to register for a maximum of 12 credits per semester. Simultaneously they will work on the sponsored project. Students M.Tech project work will be aligned in the area of sponsored project/consultancy) Flexible academic mechanism needed to be in place so that students of these programmes can also have an option to continue to Ph.D in M.Tech-Ph.D dual degree mode. Detail rules and regulations should be worked out and approval from senate must be sought;
  3. Funding of a student can be switched from one project to another without problem when there is no change in the area of project work through approval of Dean(R&D)
  4. During gap period (transition in support from one project to another project) of maximum of one year or in the fifth year of a Ph.Dprogramme a student can get funding from the institute budget on approval from Director;
  5. After submission of thesis a student, can be provided fellowship for one additional year from a project fund if the student will be engaged in post-doctoral research work relevant to a project or translational and entrepreneurial initiative based upon outcome of his/her Ph.D work, on approval by Director.
